Orange County can't accept Universal invites

Orange County commissioners have to turn down the official invitations. It seems trivial, but the invitations contain $40 Harry Potter mementos - an illegal gift according to the county's gift ban. A year ago, Orange County adopted a ban on gifts (other than meals) from companies that employ lobbyists.
