Disney World Shuts Down Unauthorized Third-Party Guest Services

Over the past few weeks, Walt Disney World has begun enforcing its long-standing rules that prohibit unauthorized commercial activity inside its theme parks and resort hotels, a move that is now impacting a number of small, third-party businesses that have been operating on the property in recent years.

In the past few weeks, business owners have begun sharing that they received cease-and-desist letters from Disney Legal and Security, with the news quickly spreading through the “Ear For Each Other” community. The message was clear: continuing to offer services on Disney property could come with serious consequences, including trespassing notices.

The term ‘concierge’ is French, meaning ‘keeper of the keys.’ It first appeared in France in the Middle Ages and referred to the person responsible for keeping the keys to royal households and ensuring guests who were visiting had everything they needed.

This group began in late 2020 with a mission to provide a space where the furloughed hospitality community could showcase their side hustles. We created a community that helped keep the lights on during a difficult time.

Fast forward to all these years later and while we may look a little different today, we will continue to provide a platform for small business!

The affected businesses provide a wide range of personalized guest services, including resort photography sessions, in-room massages, private chefs in Disney Vacation Club villas, room decorating for celebrations, hair and makeup services, and other custom experiences arranged through social media and word of mouth.

Many of these businesses got their start back in 2020, when furloughed and laid-off Walt Disney World cast members had to get creative to make ends meet during the COVID shutdown. What began as side hustles slowly turned into real, established businesses, often filling gaps by offering services Disney itself doesn’t provide to visiting families.

As of this post, Disney has not issued a new public statement specific to this round of enforcement, but the company has previously said it prohibits unauthorized commercial activity to protect guest safety, maintain operational control, and reduce legal liability on its private property.

From a rules standpoint, Disney is within its rights to enforce those policies. At the same time, the timing has sparked conversation among fans and local business supporters, especially since many of these services have operated openly for years and were created by former cast members serving Disney guests.

With the enforcement now underway, some businesses are already pivoting to off-property locations or other Central Florida destinations, while others are weighing next steps.

Now, the situation raises a bigger question for Disney fans. Is it fair to crack down after these businesses have spent years becoming part of the post-pandemic Disney vacation experience? Or is this simply Disney reasserting control as it tightens oversight on what happens on its property?

As enforcement continues, many will be watching to see whether Disney introduces approved vendor options in the future – or whether these services disappear from Disney property altogether.
