Since the day FuelRod became the preferred portable device charger at the Walt Disney World Resort, there has never been a swap charge.
Beginning November 1, 2019, guests wishing to swap out their drained FuelRod for a fully-charged one will be required to pay $3 for that swap.

As you can see in the image above, signs are being added to the kiosks around the theme parks and all over Walt Disney World property to advise guests of the upcoming change.
Edited to add: This charge will take effect at the Disneyland Resort beginning November 1, 2019, as well.
